Ah, Hawaii, stunning Hawaii. The land of Don Ho. The land of beautiful music and a beautiful language. The Pacific's answer to the Greek Islands. Liberal in construct. What's to become of you in this proposal? It actually bothered me for about ten minutes, but then I had two award winning ideas. Win-wins for everyone. A Nobel is definitely on my horizon...
It would take some negotiation, but I think either is doable. So here goes.
Part of PSA? Nope. The distance is much too far. You'd be condemned to a future of out of sight, out of mind... Besides, you think you have no voice in national government now? Just wait.
Eventually, citizens of PSA and even their federal employees on "business" would be unable to afford state sponsored, tax paid excursions to your gracious islands.
Part of WOFM? Nope. That would be condemning you to lives of continually higher and higher taxes, while all the money would be spent on California's unfunded public pension funds. For awhile you'd probably have plenty of their pensioners visiting, but eventually the existing pensions would run out of funds and the "pensioners" would start buying one-way tickets to Honolulu... Also, at some point WOFM would be so broke, they wouldn't be able to afford a navy. So there goes Pearl. To replace the naval presence in your economy, you'd have to scrounge up a used aircraft carrier and turn it into a floating casino.
Part of CSA? Nope. Again distance is a problem, and in your case, I don't see you and CSA as a good match. BUT, here's my first idea.
After paying your share of the US national debt, you could become independent. Your own nation!!! That was the original program anyway until the USA fouled it up, right? To gen some dollars, CSA would occupy all existing military installations on long term leases of say 100 years. In fact, in lieu of payments to you, CSA could apply the lease to your share of the current national debt. Sounds like a win-win. We apply the lease value to CSA's long term debt and pay it off over the years. That would get you off the USA hook and books almost immediately. BUT WHAT ABOUT...
To generate cash more quickly, and instead of becoming an independent nation which has it's own set of problems, I think we could get the rest of the states to agree to sell you to Japan. Think about it. The money would go to the current debt. CSA could lease the military bases but pay the money to Japan. Japanese tourists make up a large portion of your visitors anyway. And I assume they like islands since they visit so often AND after all, they are one (not quite right, but I'm sure you follow). Personally I think this is the one to go with...
